Funeral service for Colonel, SCNG William (Bill) Ervin Fulmer, Retired will be conducted 11:00 a.m. Friday, January 27, 2023 at Lexington Presbyterian Church. Burial will follow at Wateree Baptist Church Cemetery, Camden, SC. The family will receive friends from 6:00 p.m. to 8:00 p.m. Thursday, January 26, 2023 at Barr-Price Funeral Home and Crematorium, Lexington Chapel.
Mr. Fulmer passed away Saturday, January 21, 2023. Born in Florence he was the son of the late Henry Paul and Julia Rhodes Fulmer. He was a founding member of Lexington Presbyterian Church.
Bill was a Vietnam Vet. In the Marine Corp, he was a Force Recon Vietnamese translator and had harrowing experiences in the war. After returning to the USA, he chose to study and got a BA at USC. Later, he returned to the military by joining the South Carolina Army National Guard as an Engineer Officer. During hurricane Hugo, he commanded C Company 122D Engineer Battalion and was very instrumental in effecting the cleanup in the Charleston area.
He spent his civilian career predominately at the South Carolina Employment Security Commission. He began as an Administrative Law Judge and wound up his career as Director of Benefits for the state of South Carolina. He also ran a successful hay baling business for many years.
Bill is survived by his wife, Deanna; their daughter, Veronica (Joseph) Gartman; grandson, Jude Gartman; and sisters, Linda Ingebretsen, Ann (Mike) McCain and their families.
Memorials may be sent to Lexington Presbyterian Church in Lexington or Christ Community Church in Batesburg-Leesville.
