Billy Robertson Oswald

Billy Robertson Oswald, known by all as Billy, 78, of West Columbia, South Carolina, departed this life on June 16, 2026. 

Billy was born on February 24, 1948, in Columbia, SC to the late James and Berlie Rast Oswald in the Granby/Olympia mill village. Billy was a smart and compassionate man, who touched the lives of those around him and who dedicated his career to the field of law. As an attorney, he served his community with integrity and understanding. His supportive nature and generous spirit enriched the lives of everyone he met.

A proud "lint head," Billy graduated from University High School and went on to graduate from the University of South Carolina and the USC School of Law. The first in his family to graduate from college, he also played baseball for his beloved Gamecocks. He practiced law for 52 years and owned a real estate investment company. Billy was a law professor at Midlands Technical College for many years teaching paralegals workers' compensation procedures. From 1968 to 1974, Billy served in the Army Reserves in the 3270th Unit at Fort Jackson.

Billy was a major supporter of youth baseball in Cayce and West Columbia. Over the years, Billy coached various teams including Dixie Boys, Colt League, and American Legion Post #79. He also served as the athletic officer for American Legion Post #79 and a member the state baseball committee. In 2000, Billy, along with his brother Legree, Randy Summers, and Worth Rogers, founded the American Legion Post #79 scholarship fund which is still in existence today.

Billy's contributions to his community were numerous. He was elected to two terms on Lexington County Council and also served as Chairman. Billy served three terms on the Lexington Medical Center Board and served as Chairman of the Board. During his tenure, he was instrumental in helping secure the hospital's Heart Center. Billy was also elected to the Lexington County Board of Education and served as Chairman until the Board was dissolved.

Billy remains the only person to have ever been elected Chairman of both the Lexington County Republican and Democrat Parties.

Above all, Billy loved helping kids and providing free legal services to families, churches, and numerous other organizations.

Billy was a devoted family man. He is survived by his loving wife, Brenda Oswald; "his boy", Jamie Oswald and his wife, Kelly; his brother, Legree Oswald and his wife, Debbie; his nephews, William McQuatters; his niece, Erin McQuatters (Brandon Johnson); and his brothers-in-law, Sam, Stan, and Skip McQuatters; great nephew and great niece, Coleman and Anne Marie. He is also survived by his loving dog of 19 years, Ms. Beasley. Billy's radiant smile and kind heart will forever be remembered by his dear loved ones.

Visitation will be held at Barr-Price Funeral Homes & Crematorium (Lexington) at 609 Northwood Road, Lexington, South Carolina, 29072 on Monday, June 22, 2026, from 4:00 pm to 6:00 pm.
